o:2575 Unterstützungskonferenz - Methodische Präzisierung für den Kontext der Betreuung und Pflege älterer Menschen de Masterarbeit, Fachhochschule St. Pölten, Studiengang Soziale Arbeit, 2017 Aufgrund der demografischen Entwicklung und dem damit verbundenen gesellschaftlichen Alterungsprozess gewinnen Fragen nach Unterstützungs- und Bereuungsmöglichkeiten für ältere Menschen zunehmend an Relevanz in der Sozialen Arbeit. Pflege- und Betreuungsleistungen werden größtenteils informell im Familienkontext geregelt und überwiegend von Frauen übernommen. Es bedarf daher an Unterstützungsangeboten, die sowohl den Bedürfnissen von zu pflegenden Personen als auch denen pflegender Personen gerecht werden. Eine mögliche Antwort ist die ursprünglich aus Neuseeland stammende Methode Family Group Conference (FGC). Dabei handelt es sich um ein Verfahren partizipativer Hilfe, in dem Menschen und ihre sozialen Netzwerke als Expert_innen ihrer Lebenswelt anerkannt und sie bemächtigt werden, eigenständig Lösungen für Problemstellungen zu erarbeiten. Begleitet werden sie dabei von einem_einer unabhängigen und in der Methode geschulten Koordinator_in. In Österreich wird die Methode aktuell hauptsächlich in der Kinder-und Jugendhilfe im Rahmen von Hilfeplanverfahren eingesetzt, findet aber noch kaum Anwendung im Kontext der Pflege und Betreuung alter (oder älterer) Menschen. Im Forschungsprojekt „Unterstützungskonferenz im Kontext der Betreuung älterer Familienangehöriger“ wurden Möglichkeiten gesucht, wie das Verfahren FGC bei Betreuungs- und Pflegefragen eingesetzt werden kann. Als Teil dieses Projekts wurde in dieser Masterthese der Frage nachgegangen, welche methodischen Anpassungen im Konzept in Anlehnung an jenes des Lehrgangs St. Pölten notwendig sind, um im Kontext der Betreuung und Pflege älterer Menschen Anwendung finden zu können. Im Zuge qualitativer Forschung wurde anhand teilnehmender Beobachtungen in fünf Fällen, teilstandardisierter Interviews und Gruppendiskussionen im Zeitraum März 2016 bis Jänner 2017 ersichtlich, dass Koordinator_innen aufgrund der strukturellen Rahmenbedingungen mit neuen Herausforderungen konfrontiert sind. Die wenig vertretene Soziale Arbeit im Praxisfeld alter Menschen und ihrer Angehörigen sowie die fehlende Einbettung des Verfahrens in vorhandenen Angebotsstrukturen machen methodische Anpassungen erforderlich. Ein entscheidendes Kriterium für das Gelingen einer Unterstützungskonferenz ist ein umfassendes Clearing durch die professionelle Fachkraft oder den_die Koordinator_in. Es bedarf dafür eines klaren professionellen Rollenbewusstseins beider Seiten. Zentral sind auch die Kompetenzen von Koordinator_innen in Bezug auf die Prozessgestaltung, Gesprächsführungstechniken und ein spezifisches Wissen über die Zielgruppe sowie zur Pflege- und Betreuungslandschaft. Auf Basis dieser Erkenntnisse wurde von den Autorinnen ein „idealtypisches“ Ablaufmodell einer Unterstützungskonferenz für die Betreuung und Pflege älterer Menschen entwickelt, sowie weiterführende Empfehlungen ausgesprochen. Support Conference – a methodical adaption for the care of elderly people During the last decades Austria has faced a demographic change due to a constantly aging society. This has led to many questions concerning the care of elderly people which are, especially in the field of Social Work, of high importance. As most of the care is organized informally by family members, primarily by women, it is important that different types of help services are provided in order to satisfy the needs of the people who take care as well as of those who need it. A possible way to deal with this issue is the Family Group Conference (FGC) which has its origins in New Zealand. This method is a kind of participative help which enables people and their social environment to independently find solutions for their problems and make responsible decisions. Additional help and mentoring is provided by independent and professional coordinators who are experts in applying this method. At the moment, the FCG in Austria is mainly used to help teenagers and children, whereas hardly applied for taking care of elderly or old people. The aim of the master project “Support Conferences in the context of care of elderly family members” was to find possibilities to use the FGC method in questions of assistance and care. As a part of the project this master thesis focused on the methodical adaptions which have to be made to apply the method in the context of the care of elder people. By the use of social science study methods, on the basis of participative observations of five cases, partly standardized interviews and group discussions, held in a period from March 2016 to January 2017, it became obvious that the coordinators are confronted with new challenges in this context. Due to the fact that Social Work does not find active application in the work field of elderly people and their relatives and that the FCG method is still not integrated in the existing services, methodical modifications of the FCG are essential for an adequate result. An in-depth clearing done by a specialist or coordinator plays a crucial role for the success of the support conference. This process also depends on an appropriate role-awareness on both sides. Further important criteria for an effective conference are the coordinator’s skills concerning the realization of the process and the conversation techniques as well as their special knowledge about the target audience and the social environment which is in charge of the care. Based on these findings the authors of this thesis were able to develop a sample procedure of the care of elderly people and also provided further recommendations.
